Mahama Signals Performance-Based Reshuffle for Ministers

President John Dramani Mahama is set to undertake a comprehensive performance review of ministers and heads of state institutions, signalling a possible reshuffle.

The move, announced by the Presidency, is expected to serve as a key benchmark for determining whether appointees remain in their current roles, are reassigned, or removed as part of a possible Cabinet and executive restructuring.

In a statement issued on June 8, Secretary to President John Dramani Mahama, Callistus Mahama, indicated that the upcoming assessment would focus on the effectiveness of ministers, chief executive officers of state institutions, and other political appointees in delivering on government priorities and commitments.

According to the Presidency, the review forms part of efforts to strengthen accountability within government and ensure that public officials remain focused on measurable outcomes and service delivery rather than external recognition.

The announcement was accompanied by a directive barring ministers, state institution CEOs, and political appointees from participating in or accepting awards from private organisations without prior approval from the Office of the President.

The government expressed concern about the growing trend of public officials receiving accolades from private award schemes whose credibility, assessment methods, and selection criteria are often unclear or difficult to verify.

The Presidency warned that such awards could create misleading impressions about government performance and undermine established mechanisms for evaluating public sector effectiveness.

It stressed that public service performance should be judged on tangible results, including the implementation of policy objectives, prudent management of public resources, and the quality of services delivered to citizens.

“The findings of this review shall constitute a key basis for decisions relating to retention in office, reassignment of responsibilities, and any future Cabinet or executive restructuring,” the statement noted.

The directive has been interpreted by political observers as a strong indication that President Mahama intends to place greater emphasis on performance-based governance and accountability within his administration.

With the review expected in the coming weeks, attention is likely to focus on the performance of key ministries and state agencies, as officials await decisions that could reshape the government’s leadership structure.

The Presidency reiterated that the administration remains committed to delivering on its development agenda and expects all appointees to devote their full attention to achieving results that directly improve the lives of Ghanaians.
