An independent assessment of the John Mahama administration’s first year in office has concluded that the John Dramani Mahama administration fell short of expectations in several critical sectors, with a think tank assigning it an overall score of 4.9 out of 10 for its 2025 performance.

The rating was issued by the Institute of Economic Research and Public Policy (IERPP) in its inaugural Performance Tracker report, which evaluated the John Mahama administration delivery across key areas of governance and national development.

According to the institute, shortcomings in infrastructure, energy, industry and manufacturing, governance, policy implementation and social service delivery collectively reduced the administration’s overall performance score.

IERPP identified infrastructure as the weakest-performing sector, citing low capital expenditure execution as a major concern during the period under review.

Presenting the findings, Executive Director of IERPP, Professor Isaac Boadi, said the assessment was based on an independent evaluation of the John Mahama government performance against measurable indicators.

“The team scores this administration 4.9 out of 10 for the year under review (2025). We identified five key areas that actually brought the number down, and one main area happens to be infrastructure, where spending on capital expenditure stood at 0.9% in 2025,” he said.

Professor Boadi explained that the report also found significant gaps in industry and manufacturing, governance commitments, energy sector performance and the delivery of social services, all of which contributed to the government’s below-average rating.

The institute noted that while the report highlights areas requiring urgent policy attention, it is intended to serve as an independent performance monitoring tool to promote accountability and evidence-based governance rather than a political assessment.

IERPP expressed the view that improving infrastructure investment, strengthening policy implementation and enhancing public service delivery will be critical if the administration is to improve its performance in subsequent assessments.

The Performance Tracker is the institute’s first comprehensive review of the Mahama administration since it assumed office, with future editions expected to monitor progress across the same performance indicators.
