The Ministry of Finance has clarified that it has paid all 6,300 Ghana Education Service (GES) staff recruited in 2024 without financial clearance, following government intervention to regularise their employment.
The clarification comes amid concerns raised by the Coalition of Unpaid Newly Posted Staff of the GES over alleged outstanding salaries and arrears owed to some newly recruited workers.
According to the Ministry, the affected employees were recruited in 2024 without the mandatory financial clearance, but the current administration inherited the issue when it assumed office in 2025.
In a statement issued on Tuesday, September 8, 2026, the Ministry said steps were taken to resolve the situation and ensure that the affected workers could be paid.
Government secured approval for payments
The Ministry explained that Cabinet approval was obtained to regularise the recruitment and facilitate the release of the required financial clearance.
The clearance allowed the government to process payments to the 6,300 staff in four tranches.
The Ministry said the process has now been completed, with all workers covered by the arrangement receiving their salaries.
“The Ministry of Finance can confirm that all 6,300 staff covered by this arrangement have been paid,” the statement said.
The development effectively closes the specific financial clearance issue surrounding the 2024 recruitment exercise, according to the Ministry.
No pending GES clearance requests
The Finance Ministry also rejected claims that financial clearance requests submitted by the GES remain outstanding.
It said there are currently no requests for financial clearance from the GES awaiting action at the Ministry of Finance.
“The Ministry further clarifies that there are no outstanding requests for financial clearance from the GES awaiting action by the Ministry of Finance,” it stated.
The clarification is significant as concerns over unpaid salaries have partly centred on whether delays in financial clearance were responsible for outstanding payments to newly recruited GES staff.
Staff with unresolved issues directed to GES
Despite confirming that all 6,300 workers under the arrangement have been paid, the Ministry acknowledged that individual staff members may still have unresolved payroll or administrative issues.
It therefore directed any worker who continues to experience difficulties with salary payments or arrears to contact the Ghana Education Service for assistance.
The Ministry said such cases should be addressed through the appropriate payroll or administrative processes at the GES.
The latest clarification from the Finance Ministry is expected to provide further certainty to the affected staff and distinguish between the broader 2024 recruitment issue, which it says has been resolved, and any individual payroll challenges that may remain.
