The trial of Adjetey Isaac Noi, a 28-year-old former Branch Manager of Oyibi Area Community Bank PLC, highlights the critical role of institutional oversight within Ghana’s banking sector. Appearing before the Adenta Circuit Court, Noi stands accused of stealing GH¢1 million from the institution he was entrusted to manage. The case, presided over by Her Honour Mrs. Angela Attachie, reveals a sophisticated internal financial scheme, a swift audit response, and a legal debate surrounding pre-trial detention and bail.
According to the prosecution led by Chief Inspector Maxwell Lanyo, the alleged fraudulent activities took place over a six-month period between March and September 2025. The prosecution asserts that Noi exploited his managerial authority to execute a complex multi-step diversion of funds. He is alleged to have reactivated a dormant customer account registered under the name of Nii Adjei Sowatey (Account No. 3061110010021221). Once active, this account was reportedly utilized as a temporary transit account. Internal bank funds totaling GH¢1 million were moved into this account and subsequently funneled into several different accounts across various banking institutions, effectively dispersing the money outside the bank’s immediate control.
The alleged crime was exposed following an intervention by the Head of Audit and Inspection at ARB Apex Bank PLC, who serves as the primary complainant in the matter. Acting on intelligence that suggested fraudulent activity was occurring at the Oyibi branch, a team of auditors conducted a targeted inspection on September 28, 2026. During their examination of internal records and financial transactions, the audit team identified the suspicious transfer of GH¢1 million from an internal bank account into the reactivated account. This discovery substantiated the initial intelligence and led to criminal charges against Noi.
In court, Noi was formally charged with stealing, to which he entered a plea of not guilty. During the bail proceedings, his defense counsel argued that the accused was not a flight risk and possessed strong ties to the local community, noting his permanent residence in Dodowa, within the Greater Accra Region. Counsel assured the court that Noi would reliably attend all subsequent proceedings. Having evaluated the submissions, Mrs. Angela Attachie granted bail in the sum of GH¢1 million, attaching the condition that Noi provide two sureties who must justify the amount with landed property. As the legal process unfolds, the case underscores the continuous challenges of internal compliance and risk management within financial institutions.
