Accra–Kumasi Expressway: Controller and Accountant-General’s Department dismisses claims of misuse of GH¢11 billion

Controller and Accountant-General’s Department dismisses claims of spending 11 billion on Accra Kumasi expressway

The Controller and Accountant-General’s Department (CAGD) has dismissed claims circulating on social media that the government has spent nearly GH¢11 billion on the Accra–Kumasi Expressway project despite construction works yet to begin.

In a statement issued on Thursday, 16th July 2026, the department described the claims as a misunderstanding of government accounting procedures, explaining that the amount reflected a transfer of funds for project implementation and not expenditure on construction works.

According to the CAGD, the funds allocated for the project remain intact in a dedicated Bank of Ghana account and have not been disbursed to any contractor or used for construction activities.

The department explained that the funds were transferred from the Consolidated Fund to the Accra–Kumasi Expressway Limited, a Special Purpose Vehicle (SPV) established through the Ghana Infrastructure Investment Fund (GIIF) to oversee the implementation of the expressway project.

The CAGD said the transfer was recorded as grant expenditure in the accounts of the central government and as grant revenue in the accounts of the receiving entity, in line with government accounting procedures.

It clarified that the accounting treatment did not mean the money had been spent, noting that similar accounting practices are applied to transfers made to public institutions such as the District Assemblies Common Fund, GETFund and the National Health Insurance Authority.

The department further stated that ongoing preparatory activities, including right-of-way clearing being undertaken by the Ghana Armed Forces, are separate from the GH¢11 billion allocation and are not being funded from those project funds.

The Accra–Kumasi Expressway is one of the government’s major transport infrastructure projects, intended to improve connectivity between Ghana’s two largest commercial cities and address longstanding challenges along the existing route.

The clarification comes amid increased public discussion around major infrastructure investments, with attention focused on how project funds are allocated, accounted for and translated into visible development.

The CAGD assured the public that the financial arrangements for the project are consistent with Ghana’s Public Financial Management framework and that the allocated funds will be applied when project execution begins.
